Disadvantaged Business Enterprise (DBE) Goal for Federal Fiscal Years 2019 – 2021

The City of Los Angeles Department of Transportation (LADOT) has established a Disadvantaged Business Enterprise (DBE) program in accordance with the U.S. Department of Transportation (DOT), 49 Code of Federal Regulations (CFR), Part 26. The triennial goal is established to help ensure that DBEs have an equal opportunity to participate in LADOT’s DOT-assisted contracts.

LADOT’s proposed DBE overall goal is 30.83% for DOT–assisted contracts. The overall goal is for a three-year period from October 1, 2018 (Federal Fiscal Year 2019) through September 30, 2021 (Federal Fiscal Year 2021). 23.99% will be achieved through race-neutral methods and 6.84% will be achieved through race-conscious methods. The overall goal is expressed as a percentage of all FTA-assisted funds that LADOT will expend in applicable FTA-assisted contracts in the triennial goal period. The Federal Transit Administration (FTA) has concurred with the following LADOT DBE triennial goal setting methodology for FFY 2019-2021:
